This 1993 Playmates Star Trek 4" action figure of # 6023 Captain Picard as Locutus the Borg is mint on card and in excellent condition.  There is a price tag and some minor shelf wear, but for a toy package 14 years old it is about as mint as it gets.  

Included are a action base, and character appropriate accessories.  Plus a Exclusive Skybox Playmates Collector Card.
